In response to serveral queries, I contacted the office of the NYPD Police Relief Fund, INC to ascertain the benefits profided for our membership and all retired officers in the New York area. The following is their response for which I am totally grateful.

Subject: BENEFIT PROGRAM, POLICE RELIEF FUND
  1. The exclusive function of the Emergency Medical Squad is to ensure that the highest level of care is afforded to every active and retired uniformed members of the service at their time of need. Many medical related services can be obtained from the Emergency Medical Squad. This service encompasses both the availability of ambulance service as well as the loan of a myriad selection of medical equipment for as long as their condition dictates.
  2. The following criteria must be met in order for this benefit to become available:
    • the requesting PATIENT must be either an active or retired uniformed member of the service, his or her spouse, unmarried dependent children, father, mother, father-in-law, mother-in-law, or a brother or sister of the member. Please note that brothers and sisters are covered only if they are residing with and are supported by the member.
    • The ambulance is available to transport non-ambulatory patients as directed by a competent medical authority (i.e. Physician, Physician Assistant, Nurse Practitioner, etc.) from his/her residence to a hospital(s) or medical facility; from hospital or medical facility to his/her home and also from one hospital or medical facility to another hospital or medical facility.
    • The ambulance can travel up to two hundred and fifty (250) miles outside the city limits. However, one point of the trip must be within the confines of the City of New York.

    THE AMBULANCE CAN NOT BE USED IN THE FOLLOWING SITUATIONS:

    • NO EMOTIONALLY DISTURBED PATIENTS without the prior approval of the Commanding Officer, Emergency Medical Squad.
    • NO EMERGENCY MATERNITY CASES.
    • NO TRANSFERS WITHOUT MEDICAL AUTHORITY AND PROPER DISCHARGE DOCUMENTS.
    • NO KNOWN AIRBORNE COMMUNICABLE DISEASE TRANSFERS without the proper direction of a competent medical authority and the approval of the Commanding Officer, Emergency Medical Squad.
    • NO INTENSIVE CARE UNIT TRANSFERS without a doctor, a hospital approved nurse or paramedic onboard the ambulance. The is due to the fact that we are not certified as an advanced life support ambulance.
    • NO PATIENTS WITH OPEN OR OOOZING WOUNDS without the proper dressings as per the instructions of a competent medical authority.
    • NO DOCTOR APPOINTMENTS.
    • NO WHEELCHAIR TRANSPORTS OR AMBULETTE SERVICES, the Police Relief Fund Ambulance is a NYS Certified Ambulance is no equipped to transport patients in a wheelchair, therefor patients able to be seated upright and/or transported in a wheelchair are ineligible for the service.
    • IT SHOULD BE FURTHER NOTED THAT FOR THE PROTECTION OF ALL PATIENTS AND THE TRASPORTING OFFICERS, ALL PROUDENT AND NECESSARY SAFETY STANDERDS AND MEDICAL PRECAUTIONS AS DIRECTED BY NYSDOH AND REGIONAL EMS PROTOCOLS SHALL BE STRICTLY FOLLOWED.

  1. The ambulance serice is available primarily Monday through Friday from 7:00 AM to 11:00 PM. It should be futher noted that we are not a "first responder ambulance". The initial ambulance transportation to a medical faclity should be handled directly through the patient's emergency ambulance number, whether that be "911" or another local emergency telephone number. As oon as the patient is stabilized at the initial receiving hospital, we will be glad to handle subsequent trasfers. How ever, the patient must have an admitting physician as well as a room available at the receiving facility frior to transfer.
  2. The following is a sample list of durable medical equipment currently stocked at our command and available to the membership and their families as prescribed by a compentent medical authority (i.e. Physician, Physician Assistant, Nurse Practitioner, etc.):
    • oxygen therapy equipment
    • portable oxygen
    • oxygen concentrators
    • pulmo-aide equipment
    • fully adjustable electric hospital beds
    • wheel chairs, reclining wheel chairs
    • hip chairs
    • commodes, toilet seat extensions
    • canes, crutches
    • hoyer lifts and silings
    • trapeze bars
    • tens unit therapy
    • geritric chairs
    • intravenous stands
    • shower chairs, tranfer benches
    Additionally, other medical equipment comes available on occasion and members are advised to call this command with their specific and immediate medical need. If the medical equipment is currently available, the member will be advised, and arrangements will be made for pickup or delivery to the patient. If the patient lives within the confines of the City of New York, our command coan make arrangements for the equipment to be delivered and prfessionally set up at the patient's residence. If the patient lives outside the City of New York, our staff will make necessary arrangements for a convenient time for he member to pickup the equipment at our facility.
  3. The entire benefit program described above is a cost-free benefit to all Uniformed Members of the Service and their covered family members. UMOS remain responsible for the sericeable return of all loaned durable medical equipment.
  4. All requests for ambulance transportation and/or prescribed medical equipment is subject to availability, such requests should first be submitted to the patient's insurance provider. The Police Relief Fund and the Emergency Medical Swuad will make every effort to accommodate the members request as covered by this benefit program. The benefit program is subject to change wihout notice.
  5. UMOS should be prepared to provide the following information at the time of their request for service from the Emergency Medical Squad: patient's full name, address, phone number, date of birth, social security number, height, weight, current medical condition, prescription, In addition the requestion UMOS rank, full name, command, home address phone number and relationship to the patient.
  6.
